the card draws between 320-360W which seems to be similar to oced 1080Ti and 2080Ti
so I am wondering if my 2yr old EVGA Supernova G3 650W psu will be able to handle the new gpu

rest of my build is:
i7 4790K stock with Cryorig H7
MSI z97 Gaming5
3x SATA Samsung ssds
1x nvme ssd
4x4 gb
no rgb

The only way to know is to try. Personally I wouldn't feel comfortable running on the edge like that,

Your unit is not that old and it is a good model aswell. A good 650W unit should run it with no risk.

The Vega's also have a really high recommendation wattage but people are running them with 550W units easily.

The wattage that the manifactuer lists a card as is almost always way too over the top.
360W at load with a 650W such as your's will not make the psu even close to choking.

That 360W is GPU alone not the total system draw.
So the rest of my system probably draws 120-140W so the total would probably be closer to 500W
which is rather high as I was hoping newer GPU would draw less power, you know lower electric bill and possibly lower noise.

The main reason I want to get this gpu is I want to play Shadow of the Tomb Raider and Horizon Zero Dawn at 4K

I guess I got my answer on EVGA forum:

80+ is the Efficiency Rating.

Will your single 12V rail 650W PSU work? = Almost certainly.

Would I rush to buy another/stronger PSU? = No, not according to your system wattage estimate.

my system + 3080 draw around 540W

It will definitely not be efficient but I think it will be fine until i decide to upgrade to a good 850W

I’m getting bored of correcting this misinformation that keeps popping up that NVidia are recommending a minimum of 750w, that’s not correct. Not your fault as I’ve seen it stated all over the place. If you look at the note referenced against that 750w is says

The 10900k can peak at over 250w while many systems will be running a cpu that doesn’t peak over 125-150w.

I’ve seen at least one PC builder spec a 650w PSU, so it’s what you pair it with, the one I saw was a 3700X cpu and it was drawing about 450w under load. If you have a high end Intel running at 5Ghz+ like Sizzling points out above then you need more juice. So with a mid range cpu, and one or two ssds you will be fine as long as the PSU is decent quality.
