EVGA x79 Dark mobo pci slots not running at x16

so installed my titan in the first slot of my evga dark mobo which is supposed to be a x16 slot. when i load up the bios it shows its only running in x8. its the same for the other x16 slot as well. and my x8 slots are running at x4. any ideas as to why?

build is mobo as stated in title
evga gtx titan
32 gb 2400 ddr 3 ram
3930k processor
750 watt psu

would prefer not to rma. already sent one back and they made me buy a new one. screw that. ill deal with the x8 if i must. its still a titan and still way more power than any game needs right now so ive got that goin for me.
