Question Evo 212 cooling, my first ever pc build!!

He guys so I built my PC three days ago. After testing, I think my CPU cooling isn't working the way it should work. I installed EVO212 for LGA1151 on i7-8700 CPU. CPU Idle temp is 29c(room temp is 79F) and with max load I have no idea what is happening. When I start prime 95 cpu stress test, cpu temp shoots up to 76-83C for 6 seconds than temp goes down to 54-57c(CPU DOSE NOT THERMAL THROTTLE) and stays there. Now If I close my chrome window and open it again, my cpu temp will shoot up to 45-53c for 2 seconds than it will go down to 29-33c. Why dose my CPU temps fluctuate soo much???

It's supposed to do that.
The opening of whatever is extra strain on the CPU, which then speeds up, goes faster, goes hotter, Fan then sees it's hotter, speeds up, pumps more water, cools it down.
