Exalted Experience Question

I'm not well versed in other WW systems so maybe this is an obvious
question but:

There seems to be no provision for spending experience to increase
backgrounds. Given that it is possible to gain (say) a Mentor or a Manse
in play is this simply given out by the GM as needed? Or is there in
fact an xp cost as well?

If a character meets an old grumpy guru on the way, who incidentally may
be of some assistance or able to part with some tidbits of wisdom every
now and then to the character, what on earth do you need the background
for?

If a character wrestles a Manse from a Dragon-Blooded sorcerer in the
Treshold and unlocks its mysteries and gains one of those utterly silly
and unnecessary Hearthstone trinkets, what do you need the background
for?

Or, were you planning on saying to the player: "Well, as you have on XP
stashed aside, the Manse explodes right before you and the grumpy old
man gives a beating with his cane before he walks away."

Granted, I never saw backgrounds good for much of anything, but it might
just be the way I like to run things. Surprisingly, I hate Merits and
Flaws as well.

3 XP per dot, with the provision that you shouldn't charge XP stupidly
for things like, say, the players killing a bunch of DBs and stealing
their manse and weapons. It's more like a "Hey, I've got nine XP and
would like a daiklave; hey, ST, can I spend them now and you work me
acquiring a daiklave into the next couple of sessions?"

The only White Wolf game otherwise that had a standard background cost
for things was Mage the Ascension, and that was because a lot of the
backgrounds weren't really Backgrounds, per se, but more like merits.
For instance, there's a background that lets you have like, a license to
carry a gun around.

Adventure has an XP cost for Backgrounds, too: 2 XCurrent level. This, I think,
is because sometimes you just don't have the points for Background 5 needed to
get the Background Enhancements at game start.

the xp cost for exalted backgrounds is located within the players guide i
believe. It is 3 xp per dot regardless of level you have or are getting.
