Excel doesn't start, when I click on its icon, appears a box with the message: 'There was a problem sending the command to the program.' Please help!

How did you install it in the first place?

As to downloading it. You purchase it from Microsoft, or one of their authorized sellers. You will receive either a DVD or download link. Obtaining via any other avenue constitutes piracy and is not looked upon kindly here.
