Excellent internet and download speeds but can't play

I really need help I tried everything. The room next to me has no issues with pings and stuff. I on the otherhand can't connect to any dota 2 region. I play other games to check pings and i get 200-300 and the other room get around 20. I don't know what to do anymore I tried everything, I disabled firewalls and stuff.
