I have completely re-installed everything, rust, windows, steam, etc. I am not overclocked. I ran windows memory diag to check memory and that came out fine. I ran disk check errors, Intel diag for cpu, all temps seem stable (roughly 45 - 55 C under load.)

My specs:

GPU: EVGA GTX 1080 TI SC BLACK
CPU: Intel I7-9700KF @ 3.60 GHz (Boost to 5.00 GHZ)
MOTHERBOARD: MSI MPG Z390 GAMING PRO CARBON AC
RAM: G.Skill 16 GIGS DDR4 @ 3600 MHz
HARD DRIVE: WD Black 3TB - 7200 RPM
CASE: Cooler Master HAF 932 Advanced
PSU: Thermaltake SP-650M 650W

Any suggestions or ideas would be greatly appreciated.
