[SOLVED] Excess of reserved ram?

I've have tried many times using many methods to fix this. 8 Gb out of 16 Gb of ram are "hardware reserved". I've tried msconfig, turned on XMP and other things that usually ended up not applicable to my system for one reason or another (usually BIOS differences).

Gigabyte 970a-ds3p rev 2 motherboard
2 patriot viper III DDR3 1600MHz PC3 12800 RAM sticks
AMD FX-8350 CPU
(EDIT) Windows 10 Pro 64-bit version 1903

Which version of Windows 10 are you on? Which version of BIOS are you running on your board and how old is the PSU in your system?

I have windows 10 pro (not home, sorry) 64-bit version 1903. The BIOS is version FD. The PSU is a bit under a year old.
