Excessive CPU temperature

My temperatures have been running 70- 80 degrees Celsius constantly even when my Laptop Computer is idle. Lately, the cooling fan speed has not varied- it runs consistently at low speed. It had been working fine- speeding up and down as far as the R.P.M. The Motherboard temperatures are about 90 degrees and the hard drive temperatures are at 50 degrees and higher constantly. What could be causing the problem with the fan speed and what could I try to remedy the problem?
 
Solution
Getting those temps on your mobo and HDDs are likely to be due to accumulated dust. Look for any guide on how to open your specific laptop and clean all dust inside of it.

Also, if your CPU has been used for 1.5-2+ years the thermal paste is likely to be worn off. Buy a new one (arctic silver 5 is great) and apply it, lots of video guides in youtube.

Solution
CPU temps were getting to over 90- degrees Celsius recently! I fixed it - at least for awhile. Here's an easy way to bring temps down on a Toshiba Satellite Laptop. You need an air compressor & a blow gun attachment & VERY clean & dry air. Turn laptop on it's side, block the cooling fan blade from turning (I used a piece of string trimmer string), then blow air into the discharge opening with a clean rag around the blow gun to create a little more pressure. Use about 100-psi of air pressure and blow air into discharge opening. I could not believe the dust that came out the cooling fan blade opening! It lowered CPU temps about 15-20 degrees Celsius on the average!
