[SOLVED] Excessive fps problems. Help?

Hello all, I built a PC for my brother about a year and a half ago and now all of the sudden it's having issues while gaming. I ran multiple benchmarks, updated all the drivers, and windows, and can't seem to figure out the issue. All the benchmarks and temps seem fine. I have a similar system to his and mine runs just fine.
The main game we play is Fortnite and in build battles or areas with more stuff to render it frame drops waaay below 60 fps, and hitches really bad, on all low settings, 1080p.
His PC specs:
Ryzen 5 1400
Rx 570 4gb
16gb ddr4 2400 ram
450w PSU
500gb HDD

Any suggestions on what could be the issue?

ram/hdd usage?

I used the radeon overlay to display this info:
GPU Temp: Average of 76 C
GPU Utilization: goes from 100% dips all the way to 1% during gameplay on both High and Low settings
GPU Power: 56-80w
GPU FAN: 1461 RPM
GPU VRAM UTIL: 2109MB
GPU MCLK: 1000 MHZ
CPU UTIL: 83%
RAM UTIL: 7.4GB
Disk Usage: goes up to about 71% at the highest during gameplay
AcBel 80plus bronze 450w PSU (Got it out of my Lenovo Legion y720 prebuild I bought in 2017.)

Place that "PSU" directly into a trash can. Get yourself a brand name unit in the 600+watt range.
