My notebook has dedicated graphics card, however, would like to know if you have to replace the video card for better?

No. Most laptop GPUs are soldered onto the motherboard, and I'm sure your Dell is (I have a Dell Inspiron with an AMD GPU myself). You cannot swap them out. One of the many downsides to owning a laptop over a desktop PC: very limited on upgrade paths. Sorry!

laptops are not designed to have the video cards replaced. In fact, many have them soldered in.
