I have 2 Laptops with windows 7 and want to exchange the hard disks without losing windows.
The data in 2 hard disk is very important and i can't lose them at all

You have to clone them to the new drive, if its a samsung drive, Use the samsung clone software, Or the AOEMI clone.

Edit: Just read 2 laptops, if its different hardware, you will have to backup the data manually if swapping it between computers, Or make the computer with the information you need on it a share drive on the LAN, connect the new hard drive to the second computer, copy and paste everything you need from the share onto your new computer.

no one in toshiba i3 and the other is Dell i5 laptop
I need the programs on each laptop which is hard to install and config again

You'll almost certainly have to do a full reinstall.
Sorry.

But...you can try.
Do you have an external drive that you can use?
If so, make a full disk image, of both systems, with Macrium Reflect. Label them carefully.

Swap the drives and see what happens.
If it works, great.
If not, swap them back.
The disk image step above is just in case something bad happens when you try to boot it up in the new system.

And of course, with laptops...you will almost certainly run into activation errors.

Good.

However...
"The data in 2 hard disk is very important and i can't lose them at all "

This will lead you to create an actual backup schedule, right?
