Question EXE files will not open when in a subfolder, they must be placed in the root of the drive ?

I transferred a folder with a few .EXE and related files from my laptop to my PC. Upon attempting to open them, I got an error saying that Windows cannot open the file due to security settings which made no sense. The icon for the .EXEs were also generic rather than the default icons.

Every file on that drive was transferred over my network from my laptop and this was the only time this has happened. At first I thought this was a file name length issue, so I moved the files up one directory. 2 of the 3 .EXEs files were then able to be opened. When I moved them to the root they were all available to open.

This would have been a sure indication of file name length except I have other files deep in nested folders with names way longer than these and they have no issues.

I'm racking my brain here. Why a security warning? Why with this folder and no others? Any ideas?

That option is unavailable. I also tried resetting internet properties to default as per the suggestion of other posts.
