Question Expensive Power supply issue

So im planning to build a pc for a friend for his birthday and i got stuck when it comes to the power supply. The powersupplies in my location (UAE) are overpriced, and the best options i have are getting a vs series powersupply for 70 dollars, or those 2:

Which one do you guys think i should get? I really want to get him the best pc i can get him for the money. So far i've found decent deals, but the power supply is the issue currently. In case you're wondering why i'm not going for a 550 watt or a 500 watt power supply, its because all of the available ones are either non 80 plus or from the vs series.

I really dont want to drop 100 dollars on a power supply.
 
If it becomes necessary to make a warranty claim you could make the case that it's not financially feasible to purchase from Amazon Global due to shipping costs, especially when added to the original shipping cost. If you can buy locally it would be best. Since choices are limited, buy what you can with the best, longest warranty possible. Generally speaking, if they stand behind their product longer you have a better chance of the quality being better.
