Experiencing Mini Stutters

Hey! so i just got my new desktop which has the following specs:
i-3 2120 CPU 3.30 GHz
8 GB RAM
Radeon rx 550
so basically i am experiencing micro stutters; like after every 5 seconds my computer freezes for 1 second or so. Also while playing my game (dota 2) on dx9 or dx11 it LAGS/skips frames alot but it works fine on vulkan but its constantly crashing while loading into the game. I also downloaded another game to check if it was a problem with dota 2 only but that game also had the same problem it was incredibly laggy/skipping frames. I also installed a new 128 gb SSD and am using my old harddisk. I'd like to know which hardware might be causing the problem and how to fix it?

It could be an issue with corrupted drivers. I would do a clean uninstall of the drivers and then download the current drivers from AMD. Here is a DDU tool to remove the drivers.

Can u give a complete guide for a noob to reinstall/redownload the drivers once i delete them?

If you have windows 10, choose the 550 link under windows 10. If you have windows 7, choose the 550 link under windows 7. Then just run the downloaded file and follow the instructions on screen. It is very easy.
