Experiencing RAM Problems...

So I recently got a new graphics card and was getting horrible gaming performance in modern games. I thought it was a defective card, but after some investigation, I found out that my RAM settings were changed. Task Manager says I have 8GB of DDR3 RAM but only 3.9GB are usable as the other 4.1GB are 'System Reserved'. This seems a bit too much as this leaves no memory left for games. As shown in the screenshot, the speed of the RAM is 800MHz but my RAM is rated for 1600MHz. Can someone help me?

CPU - AMD FX 8320
Cooler - Currently using stock cooler
Motherboard - MSI 970A-G43
GPU - MSI Radeon R9 270
RAM - 8GB 1600MHz Patriot Viper 3 (2 X 4GB)

Might make sure you have the latest BIOS, make sure both sticks are firmly seated, then go into BIOS and raise the CPU/NB voltage + 0.10 and try
