Question Experiencing split-second stutter on decent framerate.

Hello,

I've used a bit of money I have gathered to buy myself a entry level PC, PC is week or two old now and I have been experiencing split-second stutter. Far Cry 5 is the first game where I have encountered this problem, it seemed weird to me at first because I am able to pull 70-90FPS on highest possible preset, but I decided to lower the settings to lowest possible for now. Avarage FPS were 80+, but I had mixed feelings when the problem still persisted.

My Nvidia drivers are up to date, picking around the battery settings didn't help either, checking if the GPU is screwed in correctly also didn't solve the problem (I haven't tried adjusting the settings in NVIDIA control panel because the guides I read have been untrustworthy)

Now my hunch is telling me that CPU is the culprit, but I've noticed using MSi Afterburner that GPU is always using only 70-80% of its power.

Ryzen 5 2600 3.5 GHz (thought OC would fix it)
ASUS TUF B450-Plus Gaming
GIGABYTE GTX 1660Ti OC WF2
2x8 GB DDR4 3000MHz
Seasonic 620W bronze 80+
