Question Explorer and Start Menu Frozen

I mount this machine:
-CPU: AMD Ryzen 9, 3900
-Board: MSI X570 Gamming Plus
-PSU: Corsair RM750
-HD: Samsung 970 Evo Plus M.2
-RAM: Corsair 2X16GB 3200Mhz
-Graphic: Shappire Radeon RX580 Nitro Plus
-S.O: Windows 10N 2019
-Temperature CPU between 46º and 65º

I don't know what happend... I change the Board to new asus X570 , ram to kingston and Hd to Corsair, reinstal Win 10 and the same... What Happen???

yes... last bios and last windos 10 download from microsoft webpage

check ssd health?
what other utility did you install?

yes I check the ssd healt, and I install a new SSD from another brand.
Chipset in the last version too.

I pass a memtest with out problem and any more utility

more information, I install a fresh linux mint in the M.2 Samsung Evo disk and the behavior is not good too... they froze too, but not completely I can mouve the mouse and the keyboard open the menu with keys...
I'm completeley loss I don't know what do
