explorer.exe cause error on comctl32,dll

i just got that error, i've tried to reinstall my windows(98,98se,me) but nothing happen.
any one know the sollutin huh?

extract comctl32.dll....in win98 use sfc..in winme use msconfig then click the extract a file...if that doesn't work may have to format and reload since you have tried reinstallation...one more thing..if you have not done so..run scandisk then defrag then reboot..somtimes that will fix erros like that
