Explorer.exe crash on start

Every time I start my computer explorer seems to crash, I can't open any programmes and when I hover over the taskbar and home button I just get a blue loading cursor

a couple days ago I started getting those fake Microsoft websites saying I had to call a number pop up, I just closed them and thought nothing of it but now every time I start my computer up about fifteen seconds later the blue circle appears on the task bar and I am unable to click anything , I've tried task manager solutions like ending explorer.exe but I am unable to make any massive changes as the button does not allow me to click , also the circle appears sometimes after I get the message that adobe creative cloud has stopped working. I am able to move my cursor still but it does cannot select any programmes or even open the start menu or windows button
