Try:-
  1. Uninstall recent updates
  2. Temporarily disable your antivirus, if you have any
  3. Restart explorer.exe
To restart explorer.exe:-
1)When Windows 10 starts press Ctrl + Shift + Esc to open Task Manager.
2)Locate explorer.exe (Windows Explorer) in the list of processes. Right click it and choose End task.
3)Next, go to File > Run new task.
4)The Run window will open. Now just type explorer.exe into it and press Enter to run it.

4. Perform an SFC scan

AND THE LAST CHOICE IF OTHERS ABOVE DONT WORK
Reset your PC

It sounds like some corruption issue. In addition to Abhinav's recommendations, you should run(hit Windows key and R button then type "cmd" and run, run following commands one line at a time) :
chkdsk c:
sfc /scannow
If the commands above return "problems found but cannot be solved" do
"dism /Online /Cleanup-Image /Check Health"
"
"dism /Online /Cleanup-Image /ScanHealth"
"dism /Online /Cleanup-Image /RestoreHealth" (do not add " symbols) then run the SFC command again.
Then do a full scan with MalwareBytes.
