Explorer Has Odd Behavior on Startup

I don't know what I did to make this happen, but every time I login and try to open Computer Management or certain applications like Steam right away, it takes about a full minute to actually open. It used to be immediately with anything I try to open. And if I look in the system tray I can see it takes exactly as long for the icon to show that there is internet connection, even though I am already connected and I can web browse as soon as I login. Then once the icon does change, the status of my internet connection gets stuck right above the taskbar until I hold my cursor over the internet access icon. It's really minor stuff but I'd still like Windows to behave the way it should.

This problem actually started on a older HDD and was followed by many other weird things so I did a scan and it looked like it was about to fail. So I backed it up and restored to a new HDD but the symptoms that I just detailed still persist. Nothing suspicious even shows up in Event Viewer. I did a scan with AVG and Malwarebytes and nothing really showed up. The drive that I backed up was actually the one with all my data on it and the drive with just my OS and some applications is the SSD. So I'm guessing the Solid State is the one I should be focusing on. I can't think of how to narrow this thing down. Ideas?
