Extend WiFi from wall via. patch cable

I've a simple question (I hope).

My friend has his router in his basement, and therefore the signal up in the house isn't great.

Although, he has plugs on every floor that he can connect ethernet cables to, which goes direct to the router/modem.

What kind of device would he need to move the signal to each floor of the house?

As @smorizio said, Access Point(s) are what is required. You could buy dedicated access points or many routers can function as access points. If he (or you) have an old router laying around you could try converting it to an access point before purchasing anything.
