Have you tried attaching the HDD with a different USB cable? In case you haven't, you can try that. I believe this model requires power cable as well right? I guess it will not hurt to use a different one as well.
In case the issue persists, you need to go to Disk Management and see whether and how is the drive recognized over there. If the drive is recognized over there but has damaged partitions and/or file system, you will need to use some sort of data recovery software in order to retrieve the data. Check this out:

After that, you can just test the drive with WD's DLG tool(both tests):

In case the drive is not recognized by Disk Management, then there is something wrong with the enclosure or the HDD itself and you have a couple of options:
- Just RMA the drive.
- Contact a data recovery company in case the data stored on the drive is crucial:
