External 3.5" HDD enclosure questions

Do any single-drive external 3.5" HDD enclosures support any of the following?:

12TB (or larger) drives
SAS
4kn
Thunderbolt 3
USB 3.2 or USB 3.1 Gen 2
UASP

I've seen enclosures that support 10TB drives. With larger drives always around the corner, why wouldn't a current (early 2018) enclosure support, say, 32TB drives, to allow room for future larger drives? What is the limiting factor for drive size support in an enclosure? Would it be that some controller chip does not have a large enough addressing space? How much more expensive would it be for manufacturers to include the required capabilities?

How necessary is a fan for a single-drive external enclosure for a 7200RPM 10TB or 12TB enterprise drive?

Thanks.
