External build, no bios (followed the step-to-step guide)

Hey everyone,.
I installed the cpu, power supply, gpu, cpu cooler and Ram to my mobo (triple-checked that all the cables are in their respective slots, 2x6-pins, 1x4-pin, 1x22-pin etc.) and tried a test boot by connecting a monitor (which I tested with other systems before) with an HDMI cable. Not only am I not picking up any sign of a bios menu (or anything on the monitor at all), but all fans are working fine for ~a minute, and then suddenly shut off only to start again after a second.
System specs:
lntel Core i5 4460 - 3,2GHz
ASRock B85M Pro3 mATX
Sapphire R9 280 Dual-X 3072MB
CoolerMaster G450M
2x4GB Ram from Ballistix

Solution
That PSU is not very good quality, and does not provide sufficient power for your system. Try running without the graphics card, using only the CPU's integrated graphics. As long as nothing got damaged, it should work. Regardless, you need a better power supply. An XFX 550w would be the minimum I would go with.
