External Devices on after shutdown

Hi,
I have Thermaltake Versa H21 and it came with a PSU. I also have a usb hub connecting to my MoBo (USB 3.0) vis USB 2.0 cable, and have a usb wifi adapter in the USB 2.0 and an external IDE drive connecting to the 3.0.
Whenever I shutdown my computer, for some reason the USB hub and the IDE drive stay on.
Why is this?
 
It's really aggravating in my opinion. A lot of manufacturers consider this a "feature" it's so your USB ports can charge and power devices even when the PC is powered off. On some motherboards you can you turn this off in the BIOS, some you can not. Most of these devices will go to sleep after some time.

If your USB hub is powered the USB hub will supply power to the devices all the time (you should always use powered USB hubs).

This has to do with the motherboard, not the PSU.
 

Where do i have to go to turn off this function?
