External Drive letter changes and permanent solutions

Is there a way to permanently assign drive letters to external drives and flash drives?I find that the constant random re-assigning screws up application access.I am trying to learn 3DCG image making and the content is so huge that my C Drive almost died,so I'm planning to re-install on externals.They won't stay the same unless I insert them after booting and then only in the exact order.Your help will be welcome.

Not definitively.

If you tell an external it is Drive F, and then when you plug it in there is already a Drive F....that external will be given something else.

Why not get a larger internal drive for your content?
