external drive not detected

I'm using a dell studio 1555 laptop. i am using windows 8.1 in it. my problem is my external drive is not being detected by my computer. i use a seagate expansion portable drive.Can anyone please help me. All other kind of external drives are being recognized by my laptop, except only this one.

Does the OS and/or BIOS not detect drive? also run this > run command prompt > type diskpart > type list disk .

@patrickit no patrick the os/bios doesnt detect the drive. no luck there.
@vembutech no i couldnt see that in disk management either.
this drive is visible in all other windows 8.1 laptops but i couldnt get it to work on mine.
