Yes, this should work in both Windows and MAC, as the region is set in the firmware of RPC-2 drives instead of the OS.
Note that old region-free RPC-1 drives will not play DVDs in Windows Vista or later, VLC player is technically of questionable legality to use in the United States, and auto-resetting RPC-2 firmware is beyond the scope of this forum, so multiple modern drives is a fine option. The first point is especially unfortunate because most of the slower and quieter drives are older and don't make the racket modern 24x drives do when you are trying to watch a movie.
