External hard disk is very slow after format

I have a 1TB Seagate backup plus portable that has been working fine for over two years. recently I could not access it and was asked by windows to format. I recovered the data and cleaned it it using diskpart then formatted it using windows disk manager. Afer that it has become very slow, less thatn 1MB/Sec. I tried my other disk, 1TB Transcend StoreJet, to transfer the same file using the same cable, same USB 3.0 port and same laptop but it's working fine ~22MB/Sec.

could anyone help please?

Fist of all, I would suggest you to back up the data that is stored on the drive.
After that, you can test the drive with the tool that inzgary already suggested. The results will show you what is wrong with the drive.
Given the fact that you have tried another drive with the same cable on the same port, my guess would be that some bad sectors could be causing this slow down in transfer speed.
If this is the case, you can try writing zeros on the drive with some tool and retest the drive. If you get similar results, then I would sat that you need to get another drive.(or RMA it is still under warranty)
