external hard drive problem

hello i bought a new seagate hard disk a year back but never used it..two days ago i tried to use it as an external hard disk but it says drive needs to be formatted..but format attempt also fails as it says it can't be formatted...it can be seen in both my computer as well as in control panels device manager but cant be accessed from anywhere...need help ASAP..

Try to format with the windows setup. Be careful not to format any existing drives.
