If it is a new drive, then there certainly ought to be nothing in it.
If you mean that when you try to access the drive it doesn't let you and shows a RAW drive in the Drive Management Console, then you need to partition and format the drive.
After that the external drive will become of usable capacity as specified by the manufacturer.
Or as your other post says, you dropped it. If that's the case, then you have killed it most probably, and need a replacement.
