i am getting new external hdd and its written ddr3 sdram in its description... so why is this and can i use it in my pc which has ddr4 ram?

The sdram on the drive will be soldered to the drive controller so it isn't removable anyway and yes, it will work fine with your system because it is only used on the drive. Just like graphics ram is independent of system ram, so is the drive ram.

On the drive it is used as a cache to hold frequently accessed data to made response time for that data much lower than reading it from the drive.
A link would be helpful to see what you are seeing. That said what makes up the external hard drive will not have an effect or be affected by anything on the PC. Except, for ports. IE if it has a firewire connection (not likely) then you'll need to have a firewire port on the PC. Most external HDD these days are USB, less commonly extSATA. So if the connections match up you should be fine. You may also need to find one that is formatted properly for your OS. IE a drive formatted for apple operating systems will not work on a PC and visa versa.
