External Hard Drive Slow Speed

My Adata CH11 1TB external hdd USB 3.0 is very slow in windows 10 it only stable at 39-40MB/s
while on windows 8.1 it goes up to 110MB/s what is the problem. I installed all my laptop drivers. (DELL 5521) yes i plug it in USB3.0 Port(the blue one).

I'd suggest you to try reinstalling the USB hub controller and chipset drivers from the laptop manufacturer's website, rather than letting Windows Updates take care of them. You should also try rebooting the system and see if the transfer speed will improve after that.
