What do you mean by vibrating? Is the vibrating the same way as always, or it is making some unusual sounds?
Do you have a spare USB cable? It would be nice to attach the drive with another cable to a different computer. That way, you will rule out a possible connection related issue.
If the issue persists, you can go to Disk Management and see how is the drive recognized over there. In case it has damaged partitions/file system, you can see if you will be able to recover the data with some partition/data recovery software.
Once you've done that, you can check the drive's health status out:
