External HDD APM

Hi, i have an external HDD, its an wester digital WD1600AWS 160GB drive in an siemens encloser.
I want to turn off the APM ( Advanced power management ) permanently as i want to connect it up to my samsung tv to use to record programs off freeview and use timeshift.

It works fine but powers down after 15 to 20 min then the tv does not pick it up at all and becomes useless until i unplug it and plug it back in again.

Ive tried searching on google to find a program for windows to alter the drives APM but have been unsuccessful.
Is there a program that will do this or can you do it in windows somehow?
 


Is that not a program that auto turns it off when windows boots?

 


i need it to be disabled permanently in the harddrive, not a windows program doing it because its going to be connected to my tv so it can record tv programs, if it turns off after 15 min my tv wont see it there so my scheduled programs wont record.

I have read on the internet its possible but i dont know how
