Hi

When I do I reformat the disk power goes out and then the disk does not appear anywhere and I can not deal with him only through these programs are described in pictures

It seems like your HDD is struggling with some bad sectors. The best thing to do is check in with the manufacturer's tech support and see if you could RMA it (if it's still under warranty).
In the first screenshot, the disk appears as un-initialized which is most probably why you cannot access the drive.
Here's are a couple of articles with step-by-steps on how to initialize the drive, then partition and format it.

After completing these procedures, you should be able to access the HDD through 'My Computer'. However, I'd recommend to test it once again afterwards, and if the SMART test still shows caution, then you should definitely consider replacing that hard drive.

This is very unfortunate. It seems like your hard drive is faulty! 🙁 I'm afraid there's nothing you can do to fix this.
Get in touch with the tech support of the HDD manufacturer or the retailer you bought it from and let them know about this issue. If it's still covered by the warranty, you should be able to RMA and get a replacement product from them.
