External HDD not recognized.

I borrowed from a friend a Samsung HM250JI 250gb Verbatim ATA. When I connect it to my PC it makes a clicking noise and flashes the LED before quieting and the LED stops flashing. The friend said that it does that when it loads, but it doesn't show up on my PC or the Disk Management software. I've restarted my PC and replugged it multiple times but nothing. It works for my friend but not from me.

EDIT: It works on my TV. Have no idea why not on my PC.

Have you tried multiple USB ports on your PC, not just the front of the case...
