[SOLVED] External SSD Not Recognized By Laptop

I purchase a Samsung 970 EVO Plus NVMe M.2 SSD to upgrade my Dell Inspiron 7559 only to discover that my laptop doesn't support NVMe. So I bought a Orico NVMe M.2 SSD Enclosure. However, my laptop does not recognize my fancy, new external SSD. Not the File Explorer, not the Disk Management, not diskpart.

This morning I connected to my work laptop and it showed up in Disk Management and diskpart so I ran clean, then formatted (NTFS). Drive then showed in the File Explorer. Yay! Now when I plug it into my personal laptop: nothing. When I Rescan Disks in Disk Management it flashes briefly (0.2 seconds) but always disappears again. Plugged into my sister's laptop: works like a charm any port. She even copied a file in.

Any help is appreciated...

Interesting notes:
  • it works on my sister's laptop (USB 2.0 and 3.0) and my work laptop (USB 3.1)
  • my personal laptop has only USB 3.0 ports
  • enclosure power light comes on regardless of whether the drive is recognized or not.

Yes, the laptop recognizes all my flash drives. Also, inexplicably, my laptop recognized the SSD after it sat plugged in for 5 minutes this morning. ¯\(ツ)
