Question External USB hard drive not accessible

I connected an older external USB WD Elements drive to my Win 11 computer. I can see the drive in the Device manager but i cannot see it in "My computer" and I cannot access it. Any advice?

Is it seen in Disk Management?

Then it may just need to be assigned a drive letter.
Or maybe formatted, and then the drive letter.
