Externally powering a hard drive.

Hello! I ordered a SATA to USB connector the other day, and it didn't work. From what I've read it needs more power. So, it came with 2 USB cables, and the other end hooks up my hard drive. Now, I had a thought, but I'm unsure as to whether it's safe. Plug one USB into a wall socket, and the other into the laptop? Can someone confirm as to whether this would mess up my hard drive or not?
 

I'm almost positive it's 3.5". So USB simply cannot transfer over a set limit? Is there any solution?
