Extraction speed is slow.

Why my extraction speed is so low? I bought this PC a few months ago and worked fine until now. When i first started to unzip files the speed was around 30 mb/s and now is barely 3 mb/s if I'm lucky.
Proccesor: Intel Core i5-7300HQ, 2.5ghz up to 3.5ghz
HDD & RAM: 1TB DDR4
Video: nVidia GeForce GTX 1050 4GB

Is the HDD pegged at 100% usage?

Unzipping LARGE files mostly depends on drive speed rather than CPU. With a SSD, the processor or compression algorithm usually becomes the bottleneck.
