Extreme bad FPS on Fallout 4 even with EVERY setting as low as it goes and the rest turned off on a 980Ti at 1080p

I have a 980Ti and i get average 29FPS but get an average 50FPS when looking at the ground or a wall. I have every possible setting on Fallout 4 turnes down as low as it can go and also turned off AA, AF, and the rest of the settings that can only be turned on or off. THis is th eonly game i have ever owned that performs this bad. My GPU is also only at around 50% max GPU when playing but even when i disable Vsynce i still get bad FPS and does not fully use my GPU My GPU has never ever played a game this bad and it works perfect on every other game i own.
Below is what i have tried.

My drivers are up to date
I have no mods nor steam workshop or Bethesda mods
Have uninstalled and reinstalled many times
have started a new save
have tried playing it with Shadowplay,MSI afterburner, and every other possible FPS killer off
I have also tried my GPU in another PC with different RAM, CPU, and still got the bad FPS.
I have tried turning Godrays off 100% in the ini and still no help

I had the same problems in Fallout 4. Performance was so bad and choppy, I went from 38 fps to 150 something following these steps:

I did end up with enabling fast sync instead of adaptive sync in Nvidia controlpanel though.

Have you checked your temps while gaming? CPU and GPU?

Have you tried completely uninstalling your drivers with a driver cleaner tool then doing a clean install?

Windows is legit? The game is obviously legit if it's through Steam.

I have literally every setting maxed including the hard to find ones like godrays and I get 55-60FPS at 1440p with my 980 Ti.

No other games have problems? Have you tried anything else as demanding as Fallout 4 like Rise of the Tomb Raider or The Witcher 3?


What happens if you max the settings out?
 


My GPu max temp is 64 Degrees and CPU stays at 40 degrees from water cooling.
I have uninstalled and reinstalled my Drivers 8 times total as of now and it does nothing.
Yes i own a Real copy of Windows 10 not a black market version.
I get 50-60FPS on Witcher 3 even with hairworks x8msaa and every other setting as high as possible and get wayyyy above 60FPS when hair works is off .On Rise of the Tomb raider i get a perfect 60 as long as i dont use TXAA.
When i max Fallout 4 100% i get the same FPS as when all is on low give or take 3fps.
 
Those are pretty much the same frame rates I get in those other games at 1440p with the same maxed settings. You are playing at 1080p?

Games are going to be slightly more CPU biased at 1080p but if you have a 4690 that shouldn't be causing any issues. Fallout is also somewhat sensitive to RAM speed unlike most games. You aren't running DDR3 1066 or something are you?
 


Ye ai am playing at 1080p and also have 4x4GB 1600MHz ram. I think i may just buy fallout 4 for PS4 that way i can get better graphics and FPS because it seems like i i am just cursed on this evil game. Oh and i also forgot to mention that i tried to play it at 720FPS and.................still got the same exact FPS.
 
At 1080p you should be getting much better frame rates in all those games. As I said I'm getting the same FPS at 1440p as you are at 1080p. That's not right.

It's not the rest of my system either. I upgraded from a 5 year old 2600K with a P67 motherboard ( PCI-E 2.0 ) in March and I moved my Steam folder over to the new build. My minimum frame rates went up a bit but overall max FPS only went up by 4-5 across the board. That's mostly because at 1440p games are almost completely relying on the graphics card and as long as you have a decent CPU it doesn't change much.

You aren't using DSR in the Nvidia driver are you?
 



Ok so I did a lot of tests and my CPU and GPU and it scores almost the exact same as others who have a 980Ti and i5-4690 combo on Benchmarks such as Furmark, Firestrike, Valley, Heaven, and others. It also gets the same exact FPS on games such as GTAV, WItcher 3, and and such games as others who have a 980Ti and i5-4690 combo i compared to. SO my GPU and CPU perform the same as others who own my same CPU and GPU and is what got me worried that Fallout 4 is badly optimized for my certain 980Ti or maybe other software on my PC that do not like it idk because it is the only game that i have problems with. I am playing at 1080p and i have DSR off. Also have Maximum performance on.

On all 4 cores of my CPU they go from 40-70% at all times and NEVER go to 100% on any of the 4 cores. My GPU has NEVER went to 100% either yet it does on any other game.

I have also found out that my FPS mainly drops when i look at things i have built in the game such as houses and other things. I have every setting as low as possible and play at 664p as i get the most FPS at that resolution and can get a solid 25FPS when looking at things i built so i am happy that its not 8 or something 😀
 
I saw the post before your edit and no I don't get a solid 60FPS in The Witcher 3 at 1440p I get 52-58 pretty solid though. Probably average 55FPS. I do see it sit on 60 a bit but never for long. All settings at max including Hairworks.

And other than my minimum FPS going up a bit changing from a 2600K to a 6700K really made no difference. Everything is almost completely GPU bound at 1440p.

I don't know why your card doesn't like Fallout 4. That's just crazy.
