Extreme CPU Overheating

My now girlfriend likes to game but is very bad at computers, so she bought a hp computer which is not bad, (3.7 ghz quad core, 8 gb 1600 mhz ram that I clocked to 1833), but she has the stock cooler, I checked her temps because she was saying she was getting lag, they were way too high, I am talking around 65 (Celsius of course) just with CPuid open. Is it a faulty cpu, or is the stock cooler really that bad? I have already gotten the 212 evo for her but was wondering if the cpu needs replacement? What do you guys/girls think?

What CPU is it. 65 may be the limit for a AMD FX chip but others can handle 90. Older intels had a limit of like 100c.
