Extreme FPS Loss After A System Restore

I'm not too sure if It's becuase of the system restore, because I dont know what it affected. One thing that might affect it could be that I recently moved my pc. My PC wasnt overheating, and I don't have any viruses etc.

For example, I usually get 60+ FPS but now I get less than 2 (Update: I checked my GPU temperature with msi afterburner and it stays at 41 Celsius when I go on GTA 5 and when im not on it)

Specs:
16 GB Ram
GTX 1070
i5 7600k CPU @ 3.80 GHz 3.79 GHz
Windows 10

the question is, why did you do a system restore? was something not working properly? maybe run a hardware test to make sure nothing is failing(particularly the hard drive). you could do a quick check with CrystalDiskInfo: https://osdn.net/projects/crystaldiskinfo/downloads/68590/CrystalDiskInfo7_5_1.exe/

I was trying to undo an uninstall which didn't end up working. The system restore also took a while if thats important

I FINALLY FOUND THE ANSWER!!! I knew it had something to do with when I moved my pc... I switched my main monitor to the one thats NOT plugged in to my graphics card! Heres the thread I found it from http://www.tomsguide.com/answers/id-2480243/sudden-permanent-fps-drop-games.html
