After countless hours of searching online and in forums like these I have not even been able to find someone with the issue I’m having, let alone a solution. When and only when booting my PC, there is an extreme graphics card failure. The frames get extremely choppy for about two-three seconds and then it black screens for about the same time, this repeats roughly every ten seconds until I either reboot or it shuts off. Oddly enough, if I reboot, (usually takes more than a few times) it will boot just fine and will have no issue at all, until I shut down the PC (which I do so infrequently now).
From what I can remember this issue started when I put in another GTX 1650 Super, which was identical to the card that was in there. After it first started I took the new one out, the issue persisted, swapped the other one in, the issue persisted. I’ve done everything that would seem like a simple fix, such as clean wipe and install new drivers using DDU and even going as far as to completely wiping my PC and clean reinstalling.
To provide some extra insight into the issue I’ve monitored with NZXT and it shows my graphics card losing complete power respective with the screen flashing in and out. If I run a Windows troubleshooting scan it gives me the screen saying there is an issue detected but no reference to what it is. I’ve run other third party troubleshooting apps and they have also detected nothing. This is clearly not a performance issue as it has never started under high load and strictly when I boot.

GPU: GTX1650 Super
MOBO: MSI MPG X570: 7C37vAJ
CPU: AMD Ryzen 5 2600X
RAM: HyperX Fury 16GB
PSU: Corsair RM750
