Extreme increase in CPU fan rpm

So I have had problems with incredibly noisy CPU fans recently so I decided to try out letting my cpu run hot and have the fans run at a lower rpm. When I open something that stresses the cpu (in this instance Battlefield 4) the CPU temp gradually increases as does the rpm of the fan as expected. It will do this until its at 85 degree celsius with ~2800 rpm going on the fan. As soon as the cpu temp hits 86 however, the fan rpm will jump to its max of around 4500 rpm. It will stay at ~4500 until it has gotten the cpu down to 83 degrees again, and the rpm will drop to ~2400. Again the temp and rpm will raises to 85 and ~2800 rpm and the cycle will repeat. I was wondering what is happening and if i can keep the rpm of the fans to ~3000 because the noise level then is low enough for me to deal with. Thanks!

If you are using AMD then this is a usual problem,their stock coolers are useless.
Well i'll suggest u buy an Aftermarket Air cooler preferably an Coolermaster Hyper 212X one.
I personally use this one and its Best.
It would cost u around 40USD but its worth it.

Or if u arent going to buy an Cooler then change the fan speed in BIOS or better way is to use Speedfan..!!
