Extreme lag after sfc /scannow

It all started after I tried to change my desktop wallpaper. I right-clicked it and all of the sudden:

Debug Assertion Failed? Not much of a deal, really. Clicking Retry seemed to solve the problem but I thought it was still annoying so I googled for a way to fix it. I found a Microsoft forum that told me to reinstall the Microsoft Visual C++ Runtime Package but that still didn't fixed it. Another method on the same forum was to run a sfc /scannow in order to fix the problem.

I ran sfc and waited half an hour for it to check windows files integrity and after the bar was full it suddenly crashed and disappeared. I restarted the computer and after the XP loading screen a blue XP screen like the one on when you run the chkdsk command was telling me to wait. After that a massive lag begun as my computer was reset to 800x600 resolution and my graphics card uninstalled.

Lag took over everything, from dragging a box on the desktop, to scrolling down in folder and even moving a dialog box around the screen. The Debug Assertion problem is still present and I had to turn everything to Max Performance to open Firefox write this.

I had this before about an year ago but I don't remember how I fixed my computer back then.
Also, I opened task manager and no processes seemed to consume all the CPU. But when I dragged the task manager window around or scrolled down, the taskmgr.exe process started to consume all the CPU while I scrolled or dragged the box. Same thing happens to explorer.exe.

I need to fix the computer without doing a reformat. Anything that could fix it, write it here. If you need any more info, feel free to ask.

Here's my specs:
OS: Windows XP SP2
CPU: Pentium(R) 4 2.40 GHz
RAM: 1,50 GB
GPU: ASUS AH3450 512MB
2 HDD, a 40GB and a 20B

FIXED IT! I reinstalled the Graphics Card and everything is back to normal. Even though I can't get the computer running at max performance it's working just like before. The right-click error is fixed too.
