Question Extreme lag and high cpu usage ( not performing to full potential )

looking for some help , my CPU keeps spiking really high and making games so laggy and slow at loading in textures its unplayable, this is recently started to happen, my specs and benchmark test is liosted below

CPU: Intel Core i5-7500 - 38.9%

GPU: Nvidia GeForce GTX 1060 6GB - 48.9%

SSD: Kingston SSDNow UV400 120GB - 31.2%

HDD: WD Blue 320GB (2007) - 42.2%

HDD: Hitachi HUA721010KLA330 1TB - 22.7%

RAM: Adata DDR4 2400 2OZ 2x8GB - 48.8%

MBD: Asus H110M-K
